Nathan, I did some measurements on COUNT with
a period of 1 Sec and got the following :

Clock measured at 15996.xx Khz
Synthesizer input to chip for COUNT input 5 ppm accurate

Khz in COUNT result

1 1001
10 10001
100 100005
200 200009
300 270986

Note I tried period of 10 Sec to see if it
would improve 300 Khz accuracy and no change.
Thought this odd in that averaging over more
time should have produced better results.
